Residential 1 zoning in Johannesburg: what you can and cannot do

23 February 2026 · 6 min read

If you own a freestanding house in a Johannesburg suburb, there is a good chance the erf is zoned Residential 1. It is the default zoning for single-dwelling suburbs, and because it is so common, it is also the zoning people make the most assumptions about.

This guide covers what Residential 1 zoning means, what it normally allows, and where the limits are.

What Residential 1 is for

Residential 1 is a low-density residential zone. Its purpose is to provide for dwelling houses on their own erven, with the amenity that goes with that: gardens, space between buildings, limited traffic.

The primary right is a dwelling house — one main dwelling on the erf, together with the outbuildings that normally go with a house, such as garages, staff accommodation and storerooms.

Everything else falls into one of three groups:

  • uses the scheme allows in addition, sometimes subject to conditions;
  • uses that need the municipality's consent;
  • uses that are not allowed without rezoning.

Which group a particular use falls into is set by the land use scheme. The scheme's definitions matter: "dwelling house", "dwelling unit" and "second dwelling" each have a specific meaning.

The questions owners actually ask

Can I build a second dwelling or granny flat?

Often yes, subject to conditions — but not automatically, and not in every case. The size of the second dwelling, the size of the erf, and whether the title deed allows it all come into play. This has its own guide: second dwellings and granny flat rules.

Can I run a business from home?

Schemes generally make room for a home enterprise or the practice of a profession from a dwelling, within limits on the area used, the number of employees, signage and the effect on neighbours. Beyond those limits you need consent or rezoning. A full-scale office, shop or guest house is not a Residential 1 use.

Can I subdivide?

Possibly. Subdivision depends on the minimum erf size and density that apply to your erf, and on access and services. See can I subdivide my property.

Can I build flats or townhouses?

Not under Residential 1. Multiple dwelling units need a higher-density zoning such as Residential 2 or Residential 3, which means a rezoning application.

Maximum coverage Residential 1, height and building lines

Zoning is not only about use. It also limits the physical form of what you build.

Coverage is the share of the erf that buildings may cover, measured as the footprint under roof. People often search for the maximum coverage for Residential 1 expecting a single figure. In practice the coverage allowed can depend on the number of storeys and on provisions specific to the erf or area, so the figure should be read from the scheme for your erf rather than assumed.

Height is controlled by a height zone, usually expressed in storeys.

Floor area ratio (FAR) limits total floor area relative to erf size, where it applies.

Building lines set the minimum distance between buildings and the street and other boundaries.

Each of these is explained in floor area ratio, coverage and height restrictions and building lines.

The practical point: before you design an extension, find out the coverage, height and building lines that apply to your erf. An architect will ask for them on day one. The Development potential report on checkproperty.co.za sets out the zoning, density, height and parking zones and the building lines for the erf, and — where the rules for that zone have been verified — the coverage and permitted uses as well.

Where Residential 1 owners get caught out

Building without approved plans. Zoning compliance and building plan approval are separate. A structure can be within the zoning limits and still be unlawful because plans were never approved. See unapproved structures.

Assuming the zoning is the only rule. The title deed may contain conditions that are stricter: one dwelling only, a particular building line, a restriction on roofing or walling materials. See title conditions.

Letting several rooms or cottages. Renting out multiple separate units on a Residential 1 erf can amount to a use the zoning does not allow, even where each structure has approved plans.

Coverage creep. A carport here, a covered patio there — each adds to coverage. Many properties are over their limit without the owner realising, and it surfaces when new plans are submitted.

Residential 1 as an investment

For investors, Residential 1 erven are interesting for what they might become as much as for what they are.

  • A large Residential 1 erf near a main road or transport node may be a candidate for higher density.
  • An erf big enough for a second dwelling can carry two rental streams.
  • An erf above the minimum size for its area may be subdivisible.

None of these are rights you already have. They are possibilities that depend on the specific erf and, in most cases, an application. Screening for them is covered in what can I build on my property.

Frequently asked questions

How do I confirm my erf is Residential 1? Do a zoning check on the address.

Is Residential 1 the same everywhere in Johannesburg? The zone is defined once in the scheme, but density, height and other controls can vary by area and by erf.

Does Residential 1 allow a guest house? A guest house is normally a use that needs consent or different rights, not something Residential 1 gives as of right.

The bottom line

Residential 1 gives you a house and what normally goes with it. Anything more — a second dwelling, a home business beyond the basic allowance, extra units — depends on conditions, consent or rezoning. Check the specific controls for your erf before you plan around them.

Check your property's zoning.

This is general information, not town-planning advice. Zoning controls differ by erf and are set by the municipality's land use scheme; confirm with the municipality or a registered town planner.
